Properties: Guide for building in off-plan areas

A survival guide for construction in the off-plan areas is presented by the newspaper "TA NEA", in order to facilitate property owners, professionals (engineers, lawyers, etc.).

Regarding the plots that are less than 4 acres, the possibility is provided until the approval of the Local Urban Plan and for a period not exceeding two years from the publication of the new law, that an application for construction can be submitted even if it is not accompanied by all the required supporting documents. Such supporting documents are, for example, the certificates of the Archaeological and Forest Service. At the same time for the house, the maximum allowed area that can be built in the off-plan areas is reduced by 25%. Today, on four acres you can build 200 square meters. Under the new regime, the ball sits at 150 square meters (in the consultation the area was 180 square meters).

Specifically, the bill introduces maximum limits: For up to four acres the total coverage area is 186 square meters and up to eight acres 258 square meters. For larger areas, the building factor is half (0.009) and with a maximum coverage of 360 square meters.
At this stage - and in the face of the reactions provoked by engineers and owners - the Ministry of Environment chose not to do the urban planning of the roads with separate Presidential Decrees but this has to do with the Local Urban Plans (of each area) when they are completed.

Settings
In the interval of 2 years one will be able to build with arrangements that will be close to the current ones. It is noted that today, in order for an interested party to build in an off-plan area, his plot of land, when it has existed since 2004, must have a minimum area of ​​4 acres and a minimum face of 25 meters on a public road. However, so far the Ministry of Environment has not proceeded with the institutionalization of the process of designating a road as public out of plan. All new building permits in the off-plan areas will be charged with - in addition - a fee of 5% on the cost of issuance which will be attributed to the Green Fund for the financing of actions in off-plan areas.

However, in the off-plan plots (plots) that will be located in areas where the Local Spatial Plans or other urban planning tools have been completed, ie land uses have been determined, for example, the building conditions and especially the building factor may be maximum, more favorable for the construction of up to 10% of the plots within the plan or settlement.
In the meantime, the general rule regarding the maximum building factor - including any permissible deviations - is 0.18. And there is a rating for data centers, vehicle control centers (0.8) for hospitals and industrial facilities (0.6) for training building (0.27) etc.

In addition, with the new regime that is being formed, it is allowed to create small complex tourist accommodations in abandoned settlements before 1923 or less than 2,000 inhabitants in combination with the renovation of part or all of the settlement.

At the same time, in industrial areas but also in the form of Industrial and Business Parks (BEPE) the construction is allowed without having completed the urban planning process under the following conditions: the construction to be done in adjacent adjacent fields, in an area that does not exceed the total 20% of the area, for which there is no specific building study.
